Recent immigration waves, aging baby boomers, and young adults priced out of the market are all adding strain to an already tight system.<\/p><p>People are ready. Here are the key points to know: <\/p><ul><li>Typically, the accessory dwelling must be attached to or integrated into the main building (for example, an extension or a renovated basement).<\/li><li>The main building must be a detached, four-season single-family home.<\/li><li>The property must be located within an urbanization perimeter.<\/li><li>It must not be in a constraint zone (such as a landslide or flood-risk area).<\/li><li>Local rules still apply regarding appearance, architecture, parking, and landscaping.<\/li><\/ul><p>In short: Law 31 isn\u2019t a free-for-all, but it does remove a major roadblock.<\/p><p>It\u2019s worth noting that each municipality retains some regulatory power to align implementation with their vision. Here\u2019s a quick overview of the criteria for a detached ADU on the same lot as the main home:  <\/p><ul><li>It must be built on the same lot as a detached single-family home.<\/li><li>The footprint must be between 25 m\u00b2 (269 sq. ft.) and 70% of the main building\u2019s footprint.<\/li><li>The lot must be at least 2,000 m\u00b2 (21,528 sq. ft.) if serviced, or 5,000 m\u00b2 (53,820 sq. ft.) if unserviced.<\/li><li>It must be located in the backyard only, at least 5 meters away from the main building.<\/li><li>Its height cannot exceed that of the primary home.<\/li><li>The ADU cannot be used as a short-term rental (like Airbnb), but it can serve many purposes; for family, for yourself, or to support the local economy.<\/li><\/ul><p>What matters here is Dunham\u2019s vision: it sees ADUs as a smart planning tool to energize neighborhoods, diversify housing options, increase density without disruption, and improve the city\u2019s financial health so that it can offer better services to its residents.<\/p><h3>Other Cities Are Following Suit<\/h3><p>Municipalities like <span style=\"text-decoration: underline;\"><a href=\"https:\/\/granby.ca\/fr\/accueil\" target=\"_blank\" rel=\"noopener\">Granby<\/a><\/span>, <span style=\"text-decoration: underline;\"><a href=\"https:\/\/lantier.quebec\/\" target=\"_blank\" rel=\"noopener\">Lanthier<\/a><\/span>, <span style=\"text-decoration: underline;\"><a href=\"https:\/\/longueuil.quebec\/fr\" target=\"_blank\" rel=\"noopener\">Longueuil<\/a><\/span>, <a href=\"https:\/\/www.villedemont-tremblant.qc.ca\/\" target=\"_blank\" rel=\"noopener\"><span style=\"text-decoration: underline;\">Mont-Tremblant<\/span><\/a>, <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.ville.sainte-catherine.qc.ca\/\" target=\"_blank\" rel=\"noopener\">Sainte-Catherine<\/a><\/span>, and <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.victoriaville.ca\/\" target=\"_blank\" rel=\"noopener\">Victoriaville<\/a><\/span> are also adopting or exploring similar approaches for <span style=\"text-decoration: underline;\"><a href=\"https:\/\/maisonenchanvre.com\/en\/tiny-homes\/\">tiny homes<\/a><\/span> and ADUs. This is becoming a rising trend, supported by the <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.habitation.gouv.qc.ca\/\" target=\"_blank\" rel=\"noopener\">Soci\u00e9t\u00e9 d\u2019habitation du Qu\u00e9bec<\/a><\/span>, which views ADUs as a key lever for urban resilience.<\/p><h3>Financial Help for Caregivers and Families<\/h3><p>Beyond this new flexibility, municipalities also now have the power to provide financial assistance when an ADU is occupied by:<\/p><ul><li>A family member of the primary resident<\/li><li>A caregiver<\/li><\/ul><p>The relationship must be officially documented, but this measure helps support households that choose to care for loved ones at home.<\/p><h3>ADUs and Zoning: A Two-Step Dance<\/h3><p>Law 31 doesn\u2019t force municipalities to allow ADUs everywhere. Cities can limit them to certain zones, particularly in agricultural areas (which fall under <span style=\"text-decoration: underline;\"><a href=\"https:\/\/www.cptaq.gouv.qc.ca\/\" target=\"_blank\" rel=\"noopener\">CPTAQ<\/a><\/span> jurisdiction).
